The starlet is incredibly highly-rated in his homeland, with it seen as something of a coup that Watford have been able to fight off competition for his signature.
The deal will be completed in January of 2020, when the player turns 18, with 'Hornets' staff hoping they have found 'the new Richarlison.'
Richarlison also joined the club from Fluminense back in the summer of 2017, impressing sufficiently in his maiden top-flight campaign to convince Everton to part with £45m to sign him a year later.
Now, the 21-year-old is a Brazil international, something Pedro will no doubt have his sights set on emulating.
"The Hornets are delighted to confirm they have reached agreement with Brazilian club Fluminense to sign exciting young talent João Pedro," a Watford statement read.
"The contract, which will commence on January 1, 2020, once the youngster has turned 18, will be five years in length and we look forward to welcoming Pedro to Watford FC during next season."
